Research on the Optimal Design of Seasonal Time-of-Use Tariff Based on the Price Elasticity of Electricity Demand

Building a new power system with renewable energy as its main component is key measure proposed by China to address the climate change problem. Strengthening demand-side management (DSM) an important way promote development of system. As economic incentive in DSM, current TOU tariff faced problem weak effect due small difference between peak and valley periods. Against this background, novel hybrid three-stage seasonal optimization model paper. First, K-means++ algorithm adopted select typical days four seasons through load curve clustering. Then, price elasticity electricity demand constructed calculate self-elasticity cross-elasticity seasons. Finally, determine optimal tariff. Through model, period has increased 8.06–15.39%, decreased 18.48–27.95%. The result shows that 4.03–8.02% 6.41–9.75% model.
